US seeks to limit UN bias against Israel,

"The US will try to limit the number of one-sided, anti-Israel resolutions passed by the UN General Assembly during its 59th session, which opens on Tuesday in New York, State Department officials said. It will also try to win approval of a resolution condemning anti-Semitism, which failed to pass last year. Deputy assistant secretary of state Mark Lagon last week, in outlining Washington's priorities for the session, included the hope that the US would be able to block an inordinate number of resolutions by the 191-member body that bash Israel. "The United States seeks to bring balance to the number and content of Middle East resolutions," Lagon said at a forum hosted by the Hudson Institute. Lagon said the last General Assembly adopted 21 resolutions concerning the Israeli-Palestinian conflict, many of which implied "that only Israel has obligations and responsibilities to make peace." The resolutions did not mention suicide attacks against Israel, he noted. And he said, "they pressed the case of the Palestinians, but failed to present a complete picture of the situation on the ground, condemn all acts of terrorism, and recognize the legitimate security concerns of the Israeli people." Lagon said too that the US would also advocate for the abolition of a special UN General Assembly committee directed to investigate Israeli practices and other bodies "that are biased against Israel."

"It was 1996, and Bill Clinton was president. To give the rascal his due, he was laboring mightily to make the Middle East peace process work. That same year, three American neoconservatives produced a policy paper for the newly elected Israeli prime minister, Benjamin Netanyahu. The neocons were Richard Perle, Douglas Feith and David Wurmser. Their policy paper recommended to Netanyahu that he abandon the peace process, reject "land for peace" and strengthen Israel's defenses in order to confront Syria and Iraq. The document said, "This effort can focus on removing Saddam Hussein from power in Iraq – an important Israeli strategic objective in its own right." It also recommended that Israel use pretexts for preemptive attacks. Now, if all of this sounds familiar – and it should – that's because Perle, Feith and Wurmser joined other neocons in the Bush administration. Perle was especially vocal in pushing the war on Iraq. They had two pretexts: the attack of Sept. 11, even though Saddam Hussein had nothing to do with it, and the mythical weapons of mass destruction. Netanyahu, by the way, did abandon the peace process. And, at a cost of $200 billion and nearly 1,000 American lives, Israel did achieve its "strategic objective in its own right" – removing Saddam from power. Unless Perle and his buddies were paid for their advice, it didn't cost Israel one shekel or one life. Furthermore, if you stretch your memory, you will recall that until Iraq blew up in its face, the Bush administration was laying the groundwork to attack Syria, the other country Perle and his crowd named as a target for Israel. It has already imposed sanctions on Syria despite the fact that, according to our own intelligence people, Syria had been cooperating with the war on terror. The other target of the Israelis – excuse me, the Bush administration – is Iran. If you want more details on these neocons, I recommend Secrets and Lies, by Dilip Hiro, a distinguished Middle East scholar, and James Bamford's A Pretext for War. When President Bush first started talking about terrorism, he use to say "terrorists with global reach" to distinguish between al-Qaeda and strictly local outfits with local agendas. That did not suit the Israelis and their American supporters. They wanted Israel's enemies to be our enemies, and so the distinction was soon dropped, and Israel's enemies were added to the official list of terrorist organizations. The problem is that Hamas and Islamic Jihad are Palestinian organizations fighting for independence. True, they have used terrorist tactics, just as the Jewish organizations – the Stern Gang and the Irgun – did when they were fighting the British occupation of Palestine. But their target is the Israeli occupation, not us. Hezbollah is a Lebanese organization that has also used terrorist tactics, including attacks against Americans in Lebanon, when it figured we were helping the Israelis in their occupation of Lebanon. But there again, its quarrel is with Israel. I have long since given up the hope that Americans would wake up and resent the manipulation of their government by a foreign country. The Israeli lobby has been so successful in labeling any criticism of Israel, no matter how justified, as anti-Semitic that most Americans prefer to stick their heads in the sand. For sure, American politicians and much of the media seem to be terrified by the Israeli lobby, which says more about their cowardice than it does about the power of the lobby itself. So, suit yourself. Go ahead and spend American blood and treasure for the benefit of Israel. Just remember, the United States has one, and only one, legitimate interest in the Middle East, and that is buying oil that everybody who has it wants to sell. It doesn't matter whether we buy it from a dictator (we bought plenty from Saddam) or from a democratic government. It doesn't matter to us if the country that sells us oil likes or hates Israel. This whole mess, including the war in Iraq and the terrorist attacks, is a result of the American government's involvement with Israel. It's a dangerous and unhealthy state of affairs that will not be cured until Americans find the courage to have an open and honest debate about our foreign policy in the Middle East."

"Conservative radio talker Rush Limbaugh is dating CNN anchor and former Phoenix TV reporter Daryn Kagan, a spokesman for Limbaugh confirmed to the Washington Post.The newspaper's Reliable Source column reported Friday that they were spotted at a party Limbaugh co-hosted at a New York restaurant. Guests included such notable Republicans as Vice President Dick Cheney, New York Gov. George Pataki and Sen. Bill Frist. According to the Post: "The coupling came as a surprise to some friends who consider the Atlanta-based Kagan part of the liberal media axis and a feminist - but, then again, opposites attract." Limbaugh, 53, announced his separation from his third wife, Marta, in early June. Kagan, 41, was a news reporter in Phoenix for Channel 3 (KTVK-TV) for five years until 1994, when she moved to CNN as a sportscaster. She now hosts CNN Live Today, which, the Post noted, airs from 10 a.m. to noon, "ending just in time to catch her sweetie's three-hour radio show."

U.S. to Sell Precision-Guided Bombs to Israel,

"Amid growing concern that Israel might launch a pre-emptive strike against Iran's budding nuclear program, the United States is moving ahead with the transfer to Israel of 5,000 heavy, precision-guided bombs, including 500 "earth-penetrating" 2,000-pound bombs designed for use against underground facilities. The $319 million arms transfer, proposed by the Bush administration June 1, went ahead after Congress took no action during its 30-day review period, Jose Ibarra, a spokesman for the Defense Security Cooperation Agency, said Wednesday. The deal is being financed from this year's $2.16 billion military assistance grant to Israel. The transfer also includes 2,500 2,000-pound Mark-84 bombs, 500 1,000-pound Mark-83 bombs, 1,500 500-pound Mark-82 bombs and live fuses. All the bombs are being fitted with the Joint Direct Air Munitions (JDAM) kit which uses inertial guidance and beacons from U.S. military Global Positioning Satellites for deadly accuracy. "That's an arsenal for war," said Joseph Cirincione, senior associate for non-proliferation at the Carnegie Endowment for International Peace in Washington. He said any attack on Iran's nuclear facilities, clustered in three major complexes and dozens of other sites, "wouldn't be a pinprick strike; it would have to be a large-scale military airstrike that would result in large-scale casualties" ... War games run at the CIA and Defense Intelligence Agency to examine the repercussions of a military strike against Iran's nuclear facilities have consistently reached a chilling conclusion: Iran would unleash a wave of terrorism against Israeli targets worldwide and against U.S. troops in the Middle East. Some 140,000 American military personnel are currently stationed adjacent to Iran in Iraq and Kuwait. Iranian missiles have the range to hit U.S. bases in the region. An Israeli strike, and the wider war it might touch off, also could send oil prices skyrocketing and jeopardize the global economy, analysts say. Jay Greer, an official at the State Department's political-military bureau, which oversees arms sales and transfers, said giving the weapons to Israel "will in our view enhance U.S. national security and foreign policy interests and help maintain Israel's qualitative military edge in the region." Asked whether the transfer makes sense amid the growing confrontation over Iran's nuclear program, Greer said, "I can't talk about that."

At the instigation of the Zionist Organization of America, 13 members of Congress have sent a letter to the Department of Commerce demanding that action be taken to stop the American branches of the Presbyterian and Episcopalian churches from divesting in companies that do business in Israel. They have suggested that the churches are in violation of the U.S. Export Administration Act (EAA), which prohibits Americans from participating in the long-standing Arab boycott of Israel. But the campaign by the “paid politicians” against the Christian churches goes much further than this: the members of Congress are going so far as to suggest that, along with the churches, students, academic organizations and other institutions that urge Americans to disinvest in companies doing business with Israel are also in violation of the EAA. The members of Congress are charging that the very act of advocating divestment from Israel is illegal. The ringleaders of the group are two New Jersey representatives: Jim Saxton, a Republican, and Rob Andrews, a Democrat. The 11 others include: Joe Crowley (D-N.Y.), Pete Sessions (R-Texas), Dennis Cardoza (D-Calif.), Michael McNulty (D-N.Y.), Peter King (R-N.Y.), Madeleine Bordallo (D-Guam), Martin Frost (D-Texas), Philip Crane (R-Ill.), Shelley Berkley (D-Nev.), Carolyn Maloney (D-N.Y.) and Marilyn Musgrave (R-Colo.). Joining the members of Congress in slamming the Presbyterian and Episcopal churches is Rabbi Gary Bretton-Granatoor, the “interfaith affairs director” of the Israeli lobby group known as the Anti-Defamation League."

"New York's Jewish community favors John Kerry by a whopping 64 percent to a mere 24 percent for George Bush, according to the American Jewish Committee (AJC), which recently conducted a poll. But among Russian Jews in the Big Apple - about 20 percent of the city's Jewish population - Bush comes out with 54 percent to Kerry's mere 14 percent, in another AJC survey not yet made public."From my conversations with a wide assortment of people in the Russian community, I would estimate that the numbers are something like 8 to 1 for Bush over Kerry," Ari Kagan, executive director of the United Association of East European Jewry and a commentator for the Russian Forward, told New York's The Jewish Week.
"The feeling for Bush is so vociferous that I don't know of one prominent person in the Russian community who is willing to say openly he is backing Kerry," Kagan added. "Even though Russian Jews are mainly registered Democrats, lately many are reluctant to say out loud they are Democrats because they don't want to be tied to Kerry." Fira Stukelman, former president of the Association of Holocaust Survivors from the Former Soviet Union and one of the community's leading advocates for seniors, told The Jewish Week that while older Russians voted strongly for Al Gore over Bush in 2000, "This time they are going overwhelmingly for Bush over Kerry. The reason is simple: Israel, Israel and Israel.
"Russian Jews are convinced Bush is the best friend Israel has ever had and is doing more to protect Israel's interests than any other American president." This despite media reports that the Bush administration is proposing sharp cuts in funding for Section 8 housing and concurrent steep rises in rents for those federally subsidized residents. "Many of our people live in Section 8 apartments and simply cannot afford rent hikes," she said. "Yet they say, 'First and foremost, let Israel live and we'll worry about everything else, including housing costs, after that' ... Hank Sheinkopf, a political consultant who works primarily for Democrats, told The Jewish Week he is concerned about what the growth of the New York Russian community means for his party not only this year but in the future. "The future of the Jewish community in New York City clearly rests with the Russians," Sheinkopf told The Jewish Week. "There is a question as to whether they share the communal agenda, but the Jewish community needs them if we are to have any political force in the future.' 'It seems to me that the overall Jewish community is moving toward the center-right,' he added. 'These days the Jewish agenda is less ideological and more bread and butter. Jews are a lot more concerned about Israel and anti-Semitism than they are about abortion and gay rights.'"

"Both houses of Congress have unanimously passed legislation requiring the U.S. to monitor anti-Semitism around the world, despite the State Department's opposition. The bill, known as the Global Anti-Semitism Awareness Act (H.R. 4230), was introduced by Congressman Tom Lantos (D-Calif.), in response to the rising tide of anti-Semitism in Europe and the Middle East. Lantos is the only Holocaust survivor serving in the Congress. The bill requires the State Department to compile an annual report on anti-Semitism around the world, and establishes an office within the department to focus on the issue. The State Department at first stalled the bill, by arguing that Lantos's proposal would "extend exclusive status to one religious or ethnic group." But the legislation moved forward in recent weeks after the David S. Wyman Institute for Holocaust Studies and former Congressman Stephen Solarz organized more than 100 prominent Americans to sign a letter to Secretary of State Colin Powell, protesting the State Department's position. As the San Francisco Chronicle reported: "One key to advancing Lantos' bill may have been the surprise intervention of the David S. Wyman Institute for Holocaust Studies. The Pennsylvania-based organization, named for a historian who has written about the West's response to the Holocaust, organized an open letter to Powell signed by 104 prominent Americans. They included former Republican vice presidential nominee Jack Kemp, former United Nations ambassador Jeanne Kirkpatrick, ex-CIA director James Woolsey and Pulitzer Prize-winning author Garry Wills. 'I was delighted and totally surprised by this bipartisan, multi-faith group,' said Lantos. The letter was signed by prominent Americans from across the spectrum of the religious, political, academic and entertainment worlds. In addition to Kemp and Kirkpatrick, the signatories included former National Security Advisor Anthony Lake, singers Janis Ian and Peter Himmelman, comedian David Brenner, former State Department Legal Advisor Abraham Sofaer, writers Cynthia Ozick and Thane Rosenbaum, and leaders of four top Christian religious seminaries: the Union Theological Seminary, Yale Divinity School, Drew Theological Seminary and Pacific Lutheran Theological Seminary ... USPS reported the deal and stated it is expected to get final approval at a November board of directors meeting. The devices developed by Motorola allow electronic scanning of mail items and ongoing reports of their location in the delivery route. "Information on mail is becoming as valuable as the mail itself," said USPS senior vice president Charlie Bravo. The United States Postal Service is the largest company of its kind in the world with $68.5 billion in annual turnover. The development and manufacture of the systems is concentrated in Israel in Motorola's mobile data communications division. Motorola is considered unlikely to expand its Arad factory as a result of the contract but will probably outsource some systems and services to a subcontractor with a 100-person payroll. The deal ensures Motorola work in manufacturing systems for mail services. Motorola Israel has so far provided mail tracking systems to five major companies and now dominates more than half the market. USPS is already Motorola's largest client in the sector, having received more than $1 billion in devices. Other major contracts involved German postal service Deutsche Post, overnight delivery giant Federal Express, DHL and Airborne. The Motorola systems in the contract can read complex bar codes on packages and provide detailed information. A camera instead of the currently popular laser cameras reads the bar code. After 9/11, Wolfowitz, Feith and his subordinate, Harold Rhode, recruited David Wurmser as a contractor from the conservative think tank the American Enterprise Institute to set up what became known internally as the "Wurmser-Maloof" project. F. Michael Maloof, neocon fellow traveler and former aide to Richard Perle, and Wurmser created a hidden intelligence unit, the Counter Terrorism Evaluation Group, under Feith at the Pentagon. The purpose of the group was to end-run the CIA and create the rationale for invading Iraq. The parallel operations model was previously followed by Oliver North at the National Security Council and Elliott Abrams at State in their ill-fated Iran-Contra strategy. It should have come as no surprise that another neocon think-tank insider, Abram Shulsky, an Abrams colleague from their days as staffers to Sen. Henry "Scoop" Jackson, would end up heading up what became the Office of Special Plans, the secret intelligence unit at the Pentagon under Feith. The weapons of mass destruction disinformation that was fed to the president and to the American public came directly from Shulsky's shop. After setting up this operation at the Pentagon for Wolfowitz and Feith, Wurmser, with the help of Perle, was sent in early 2002 to burrow in at State as senior advisor to John Bolton, under secretary for arms control and international security. In December 2002, Wolfowitz, Feith, Wurmser and Vice President Cheney's national security advisor, I. Lewis "Scooter" Libby, acting together, maneuvered Condoleezza Rice into appointing Elliott Abrams to the position of special assistant to the president and senior director for the Middle East at the National Security Council. This appointment gave the neocons everything they wanted -- the NSC, Executive Office of the President, Office of the Vice President, the Pentagon, a cornered director in George Tenet at CIA, and Wurmser at State. The neocons had control of the information reaching the president and a channel for their pseudo-intelligence product from Wolfowitz and Feith's secret Pentagon Office of Special Plans. The only wild card was Colin Powell and State's elite and independent Bureau of Intelligence and Research (INR)... A Perle neocon protégé, Michael Rubin, has been given the task of destroying the only competition -- L. Paul "Jerry" Bremer, the former Iraq Coalition Provisional Authority chief, not a neocon insider and the favorite of traditional Republican conservatives. The neocon plan is to make Bremer the scapegoat: It was not bad neocon policy, it was bad Bremer decisions that has led to the fiasco in Iraq. Rubin was sent to Baghdad to be Wolfowitz's man inside the CPA. Bremer dissed Rubin as a lightweight. Rubin tried to push neocon policy inside the CPA -- what he, Perle and Ahmed Chalabi had pushed from the American Enterprise Institute -- restoring the Hashemite monarchy in Iraq by placing Jordan's Crown Prince Hassan on the throne. Bremer would have none of it. Rubin is now tasked by Perle and Wolfowitz to trash Bremer -- which he is dutifully doing in print and media appearances arranged by neocon handler, lecture agent and media booker Eleana Benador ... Wurmser, Perle and Feith were the principal authors of the 1996 100-day policy plan for incoming Israeli Prime Minister Netanyahu. None ever registered under the Foreign Agents Registration Act for this work.
That plan, "A Clean Break: A New Strategy for Securing the Realm," published by Israel's Institute for Advanced Strategic and Political Studies, has served as the guiding road map for the neocons both in Israeli Prime Minister Ariel Sharon's office and in the Bush administration. No one should have been surprised by Iraq -- the neocons have not been coy in laying out their vision of Israel's security requirements. David Wurmser published a book-length version of his IASPS study at AEI. The introduction to that screed, "Tyranny's Ally: America's Failure to Defeat Saddam Hussein," was written by Richard Perle. It lists as sources Ahmed Chalabi, Michael Ledeen, Douglas Feith and Harold Rhode. Control at State would remove the last obstacle to the plan Perle, Wurmser and Feith laid long before 9/11 ...
The neocons, working in tandem with a similar staff in the office of Prime Minister Sharon of Israel, have a three-part agenda for the first part of Bush's second term: first, oust Yasser Arafat; second, overthrow the secular Baathist al-Assad dictatorship in Syria; and, third, eliminate, one way or another, Iran's nuclear facilities.

The Bushcon invasion of Iraq costs $177 million per day, $7.4 million per hour, and $122,820 per minute. So far, the invasion has cost an astounding $134.5 billion. "When you integrate Iraqi spending, which is necessary, with the effort to control spending, it puts more pressure on you to make harder choices," said Senator Lindsey Graham (R-SC) in June. "If you can name one part of government immune from this, I'd like to know." Hard choices—like throwing Americans out of work.
But according to Republicans such as Patrick Toomey (R-Pa), even more Americans need face the "hard choice" of poverty. Education and social services are non-starters when compared to blowing things up and butchering thousands of mostly innocent people. "I'd say let's have a smaller deficit," said Toomey in June. "But most of all, don't spend it on something else. The non-defense, non-security part of the budget is out of control." For instance, literacy programs for poor kids. In other words, billions will be squandered on "security" to protect Israel from its enemies before a dime is spent here in America on education, nutrition programs, repairing our crumbling infrastructure, and other things insignificant to Republicans and their multinational corporate masters. As we now know, or should know if we pay attention, Iraq was invaded at the behest of Israel and a small clan of extreme right-wing Likudites."

"In another test of America's frayed relations with France, Russia and other allies, the US Congress has ordered the State Department to start rating governments throughout the world on their treatment of Jewish citizens. The resulting report cards on anti-Semitism would be published in annual US surveys of human rights abuses around the world. The proposed law was passed by the House of Representatives on Monday, in response to what its sponsors called an alarming surge in anti-Semitism, especially in Europe. It has already been passed by the Senate. Congress overruled strong opposition from diplomats at the State Department who complained in an internal memo that a special focus on Judaism, "opens us to charges of favouritism and challenges the credibility of our reporting". There is little doubt that the new law will create diplomatic waves. France, Russia, Malaysia, Egypt, Canada and Australia were singled out by congressional sponsors of the law as countries that had witnessed disturbing outbreaks of discrimination against Jews in the past year. The law, the Global Anti-Semitism Review Act, also ordered the establishment of an office at the State Department dedicated to monitoring anti-Semitism, again over the department's protests. The resulting internal row must now be resolved by President George W Bush as the legislation heads to his desk from Congress. With the act overwhelmingly backed by both parties, officials in Congress said they expected he would sign it into law. A three-page State Department memorandum, leaked to The Telegraph yesterday, complained that congressional plans would throw US human rights reporting "out of balance", and "erode our credibility by being interpreted as favouritism in human rights reporting". In a sign of the diplomatic anxieties, the State Department argued for anti-Semitism monitoring to remain a task conducted behind closed doors, by the department's existing "special envoy for holocaust issues" ... Tom Lantos, a California Democrat and Holocaust survivor who was one of the sponsors, denounced State Department talk of "favouritism" as an alarming nod to "the worst stereotypes of Jews perpetrated in anti-Semitic tracts throughout modern history".

Yoran held the top national cybersecurity job for a year and previously served as a Symantec Corp. software executive after selling his company, Riptech, to Symantec for $145 million in July 2002. Within the DHS, Yoran's division included 60 employees and an $80 million budget to carry out recommendations within the president's National Strategy to Secure Cyberspace. Lobbyists for the tech industry had tried unsuccessfully to elevate Yoran's position and standing within the DHS in the hopes of garnering more resources and visibility. "

"European Parliament president Josep Borrell Thursday furiously attacked a French far-right member of the European Parliament who questioned the existence of Nazi gas chambers used in the Holocaust. National Front member Bruno Gollnisch had this week said that "historians might question the number of deaths" in the Nazi genocide of the Jews and on the gas chambers' existence, said: "It is up to historians to decide."  Borrell condemned "in the firmest possible manner" the remarks by Gollnisch, who was speaking on Monday in his home city of Lyon in response to a report on Holocaust denial by French historian Henry Rousso. The head of the European Union assembly, calling for Gollnisch to be prosecuted, told a news conference that the remarks "revolt us, insult us, shock us". "Mr Gollnisch, be aware that I'm shamed to have heard a European deputy put in doubt by such scandalous affirmations the existence of the gas chambers ... One cannot deny history, one cannot contest the Holocaust," Borrell said. "I hope that you will be answerable to justice for these calumnies."  The controversy sparked by Gollnisch recalls a huge row that erupted in 1987 when National Front leader Jean-Marie Le Pen described the gas chambers as a "detail of history".

"A confidential report from the Israeli Foreign Ministry has predicted relations with the European Union could further deteriorate in future, hitting Israel economically and diplomatically. The report points to the "possibility of a deterioration in relations," one of the report's authors told the EUobserver Web site on Wednesday. According to Israeli press reports, the document, a ten-year forecast prepared by Israel's foreign ministry, states that Israel and the EU find themselves on a collision course which would cause serious economic and diplomatic damage to the country. "Such a collision course holds the risk of Israel losing international legitimacy and could lead to its isolation in the manner of South Africa," the report read. Strong EU weakens US. The EU and Israel have been at loggerheads for months over the implementation of a Middle East peace plan and the construction of Israel's security barrier. Israel also regards Europe as a bulwark of pro-Palestinian sentiment and has long complained of what it sees as growing anti-Semitism in Europe. The report does send a strong signal to the Israeli government however, that, faced with an EU which is ever more prominent on the international scene, relations with Europe have to improve. The report also warns that influence over world politics by the US, Israel's most important ally, could diminish as the EU's role grows, German daily Berliner Zeitung reported on Thursday. However, efforts are on to strengthen ties. The EU and Israel recently concluded negotiations on a new bilateral agreement paving the way for deeper relations between the two sides. EU officials believe "everything besides EU membership" for Israel could be possible, according to Berliner Zeitung. But diplomats described some aspects of negotiations as tense."

"While the entertainment industry has had some recent setbacks in its fight against piracy in the courts and in Congress, it has a new ally in John Ashcroft, who recently pledged to make cracking down on copyright violators a top priority. On Tuesday, the attorney general released a report from the Department of Justice's Intellectual Property Task Force that outlines plans to beef up enforcement of copyright violations. "With the recommendations put forward by the task force, the department is prepared to build the strongest, most aggressive legal assault against intellectual property crime in our nation's history," Ashcroft said in a statement. Those recommendations include increasing the number of FBI agents to sniff out copyright violators, better training programs for prosecutors and law enforcement officers who investigate such offenses, and increasing cooperation between businesses and individuals affected by such theft. The report -- which covers copyrights, trade secrets, trademarks and patents -- also says that those who benefit most from this theft "are criminals, and alarmingly, criminal organizations with possible ties to terrorism." Calling it "music to our ears," Mitch Bainwol, CEO of the Recording Industry Association of America, praised the Justice Department for making the prosecution of copyright violators a priority ... Extra enforcement help from the Justice Department is unnecessary, and should such recommendations be implemented, privacy will suffer, according to Jason Schultz, an attorney with the Electronic Frontier Foundation. In the report, the task force suggests expanding wiretap capabilities for authorities investigating intellectual property crimes that could affect public health or safety. "This is the opening of the door," Schultz said."This report shows that they want to use copyright infringement as a mechanism for them to expand the scope of who they can snoop on. That's obviously something that we're very concerned with."

"The federal government is preparing to introduce a sweeping round of legislation that would combat the "explosion" of hate sites on the Internet and outlaw human trafficking, "the new global slave trade," Justice Minister Irwin Cotler says. He also wants to encourage more police departments across Canada to set up their own special hate crimes squads and for those squads to work together more closely and better coordinate their efforts. "We have to send out the message unequivocally, as a government and as part of our shared citizenship and shared values, that our Canada is one in which there will be no sanctuary for hate and no refuge for bigotry," he said in an interview. "We will use all the panoply of remedies to bring that about. Legal remedies, intercultural dialogue, promotion of multiculturalism, anti-discrimination law and policy. A national action plan against racism." This year has seen an increase in "both the incidence and intensity of hate crimes," said Cotler, including the firebombing of the Talmud Torah Jewish day school in Montreal and the torching of a mosque near Toronto. While Cotler says Canada has "the most comprehensive legal regime to combat hate of any comparable democracy," he says Canada can do more -- particularly when it comes to the Internet. "Where in 1995 you had one hate site, today in 2004, 10 years later, we have 5,000 hate sites. You have had an explosion of hate on the Internet." Traditionally, Canadian legislators have been reluctant to tackle Internet content because the web's international nature makes it difficult for any country to enforce its laws. Canada must work in conjunction with other nations, the minister says. In addition to adopting domestic legislation to fight "cyber hate," Cotler said Canada has to ratify the Council of Europe convention on cyber crime as well as its optional protocol with respect to combatting hate. Countries who adhere to the convention enter a framework agreement concerning information sharing and law enforcement creating what Cotler describes as "a culture of human rights to combat a culture of hate."

"In the last year, there has been a rash of investigative films and in-depth studies and analyses put out by progressive journalists and media outlets that examine the U.S. drive for global hegemony and try to look at why terrorists are targeting the U.S. These journalists and media outlets, the very progressives who should best be able to "get it," have all totally or almost totally ignored the Israeli connection to the Iraq war and to the various other Bush administration plans for the Middle East: the much discussed possibility of an attack on Iran and its nuclear capability, the possible plans to attack Syria, the so-called "transformation" of the Middle East supposed to come about by foisting a false democracy on it upon the wings of cruise missiles and B-52s ... Hijacking Catastrophe actually gets close to the Israeli connection by directly examining the neo-conservative plot to induce the fear in average Americans that would serve as Bush's mandate for implementing the plans for an invasion of Iraq that the neo-cons had formulated long before, largely for the benefit of Israel. But this film, as well as the others like it and the reports, all stop just short of examining the Israeli connection to U.S. war-mongering in the Middle East. The neo-cons are now working on Iran, and you can bet that, if the U.S. attacks Iran, a year or two hence when that war begins to go bad, everyone will ignore Israel's connection to that one too -- even though, with Saddam gone, Iran is now Israel's greatest threat ...
The bottom line here is that virtually no one -- no analyst, no moviemaker -- wants to touch the Israel issue. You can't sell a movie like Fahrenheit 9/11 if you talk about Israel; you won't have the same impact, and you certainly won't be able to make any money, if you are seen to criticize Israel in any way, so better just to ignore it. In actuality, it is impossible to get around the fact that most of the neo-conservatives in this current administration, who wield a great deal of influence over U.S. foreign policy, have long been active supporters of Israel, even to the point of opposing past U.S. policy on the peace process that went against the desires of Israel's right wing. It is also impossible to get around the fact that many of the neo-cons happen to be Jewish. But this is reality; in the surreal world of U.S. and Israeli politics, you cannot bring this up. It is anti-Semitic, you are told, to say that Jews have any power at all, because that begins to sound like the old canards, which really were anti-Semitic, that used to put forth a specious case for Jews trying to run the world. So no one wants to touch the issue. The result is that the moviemakers and commentators who mold public opinion too often steer away from it. This is true even of progressive journalists who know the realities. It is true also of virtually all politicians, most of whom don't know the realities, with the blessed exception of Ralph Nader. It is true of former diplomats. It's impossible to count on the fingers of two hands the number of retired diplomats who, called upon in various public forums to expatiate on U.S. policy toward Palestine-Israel, will spout meaningless formulas or beg off entirely because the subject is too sensitive, too dangerous, too set in the concrete determined by domestic politics. As a result of this pervasive silence, public opinion comes to think that Israel has no strategic influence on the U.S., that the U.S. certainly wouldn't ever carry out any policy because of Israel or even in cooperation with Israel, and that Israel's policies in the occupied territories and its oppression of the Palestinians have no strategic impact anywhere and could not possibly factor in to the reasons the U.S. is targeted by terrorists or to the reality that most of the Arab and Muslim world hates the United States because of its foreign policies and particularly because it enables Israel's oppression of the Palestinians. Israel is the elephant in the room of empire.

There is a vicious circle at work here: the less the media and politicians discuss Israel-Palestine, the less knowledgeable and the less interested the public becomes, and vice versa ... In fact, the U.S.-Israeli relationship has grown so very close over the years that it is almost impossible to distinguish whose policy, Israel's or ours, is being pursued in the Middle East, and this is a reality that puts the United States in grave danger. The U.S.-Israeli tie has been growing steadily since well before there was an established state of Israel -- from the time when the Zionist movement arose and won the support of much of the American public and of early twentieth-century policymakers. But by now, the political culture in the United States has turned so decidedly toward support for Israel that any alternative view is almost impossible to express. This is more true nowadays than at any time in the past, and today the relationship is much more than a matter simply of emotional sympathy for the plight of Jews or admiration for Israel's accomplishments, much more than merely a matter of looking at the conflict from an Israel-centered perspective. After decades of ever-solidifying ties, Israel is now so closely linked to the United States in concrete ways that it is actually a part of the U.S. military-industrial complex. Israel sells military equipment, with our knowledge, to countries to which the U.S. is restricted by law from selling -- for instance, to China. So many arms and types of arms are produced in the U.S. for Israel that it has become quite easy for Israel's lobbyists in Washington to go to individual congressmen and point out to them how many jobs in a given district depend on this arms industry and on not withholding arms from Israel. In this way, Israel becomes a direct factor in sustaining the U.S. military-industrial complex, in maintaining jobs in the U.S., and in keeping congressmen and other politicians in office.
With the kind of pro-Israeli activists who people the policymaking ranks of the Bush administration, it has come to the point that the U.S. gears much of its foreign policy to furthering Israel's interests as much or more than to furthering our own interests. Bush policymakers have as little interest in actually resolving the Palestinian-Israeli conflict as the voters in the Council on Foreign Relations poll whom they are supposed to be leading; their interest is in dealing with the conflict in whatever way Israeli sees fit. One of the primary reasons we went to war in Iraq was to benefit Israel. This reality is so frightening that it needs to be trumpeted whenever motivations for the war are discussed. The United States' own pursuit of global hegemony was obviously another major motivation, as was oil, but U.S. and Israeli goals in the Middle East are so intertwined that it is impossible to determine where a policymaker like Paul Wolfowitz, for instance, or Donald Rumsfeld or the many neo-conservatives in the Defense Department stop thinking of Israeli interests and begin to think exclusively of U.S. interests. Policy and policymakers are so closely interlinked that there probably is no such point. This needs to be discussed loudly and often ... Everything Israel does in the Middle East is perceived throughout the world, and accurately so, as having been condoned, encouraged, and enabled by the United States, with the result that any terrorists able to concoct an attack like September 11 will target us before they will target Israel.
Another problem is that the entire anti-war and anti-empire movement in the U.S. is split on the question of policy toward Israel, and efforts to hide this split are widespread. Two different arguments, both spurious, are made in favor of continuing the cover-up. The first is that the U.S.-Israeli relationship is simply not a major causal factor behind the U.S. invasion of Iraq or the U.S. desire to concentrate its drive for global domination first and foremost on the Middle East. Many Israeli and American-Jewish peace activists firmly support this argument, and it cannot be denied that many non-Jewish activists do also, although some of these may do so at least in part for tactical reasons.
The second argument is completely tactical, and those who espouse it openly recognize that fact. This argument alleges that unity in the U.S. peace movement is important above all else, and that we will weaken the movement irretrievably unless we ignore the controversial Israel-Palestine problem.
The fear is that media companies and publishers will refuse to distribute documentary videos, films, books, and articles if we challenge establishment positions on Israel and Palestine, and that fewer people will watch or buy or read our documentaries and writings. The rationalization is often put forward that there are so many other issues on which we can attack the bellicose policies of the U.S. that it is really not even necessary to deal with the particular hot potato of the American relationship with Israel."

U.S. Stresses Importance of Fighting Hate Crime, Collecting Data,

The head of the U.S. delegation to a European human rights conference said October 12 that the United States supports "in the strongest possible terms" the appointment of a special representative on anti-Semitism for the Organization for Security and Cooperation in Europe (OSCE). Ambassador Larry Napper told the OSCE Human Dimension Implementation Meeting in Warsaw, Poland, that the United States also supports the appointment of a second special representative to coordinate efforts to combat racism, xenophobia and discrimination ... [I]t is difficult to develop effective law enforcement measures without accurate information, and thus participating states have agreed to forward data on incidents of anti-Semitism and other hate crimes each year to the OSCE's Office for Democratic Institutions and Human Rights (ODIHR). "For countries that do not have reporting systems in place, or whose systems are not comprehensive, ODIHR is available to provide technical assistance," Napper said. He urged governments to "move quickly to create reporting systems or address shortcomings in existing systems." Another member of the U.S. delegation, Professor Frederick M. Lawrence, author of "Punishing Hate: Bias Crimes Under American Law," also spoke on monitoring and responding to hate crimes."

It's always been a non-starter. I personally said that at a speech I gave to the Arab community in New York at the World Economic Forum. I've said that. The State Department fact sheet notes, among other actions, efforts to encourage two OSCE conferences on combating Anti-Semitism in Vienna and in Berlin. Secretary of State Colin Powell addressed the Berlin conference. The United States also has chaired the Task Force for International Cooperation on Holocaust Education, Remembrance and Research, "a group now comprising 18 countries that promotes understanding of the Holocaust as a means to prevent a recurrence of the hatred that resulted in that tragedy," according to the State Department."

"There's been so much hand-wringing lately about the anti-Americanism that's said to be afoot in the land that we've barely noticed a more worrisome virus in our midst - anti-Canadianism ... I'm struck by the increasingly fierce attempts to disparage Canada, or at least to disparage the pride many Canadians take in the way we do things - a way that's sometimes different than the way Americans do things. These attacks are coming from a small but influential group of right-wing Canadian academics and media commentators. Their theme song is that Canada is in decline. They've been saying this for the past decade, but they've become more strident lately. It seems they're frustrated that 9/11 didn't finally push Canadians deeply into the arms of the United States. Just the opposite has happened. The extremism of the Bush administration has left us, according to polls, more wary than ever of American power and more determined to stick to our way of doing things. This unexpected Canadian resolve - most openly expressed in the Chretien government's wildly popular decision not to join the US invasion of Iraq - has left the neo-con crowd fuming. They got a chance to vent some of their anti-Canadian rage when a number of them were interviewed for a feature article on Canada in the New York Times last month. The Times presented Canada as a virtual cesspool of despair over the sorry state of the country. "I'm in almost total despair," University of Toronto historian Michael Bliss told the Times ... What seems to infuriate Bliss and the other neo-conservatives is the value Canadians attach to social programs, particularly public health care. "A country is not just a health system," scoffed military historian Jack Granatstein, also quoted in the Times, who apparently feels the size of a country's military is a more appropriate measure of greatness."

"Pro-Israel leaders are also following a number of Senate battles without Jewish candidates. At the top of the list is South Dakota, where Minority Leader Tom Daschle, a three-term incumbent, is facing a stiff challenge from former Rep. John Thune. The national GOP has targeted Daschle, and the race has been exceptionally bitter, especially on symbolic issues such as flag desecration. Daschle, who will be majority leader on the off chance that Democrats regain control of the Senate, has “been great on Israel, and he’s getting his fair share of support from the pro-Israel community,” said Morris Amitay, the political activist.
More important, Daschle’s leadership status has made him a key ally for pro-Israel forces. In Illinois, Barack Obama, a charismatic black Democrat who wowed the Democratic National Convention this summer with his keynote address, seems headed toward a blowout victory over conservative Republican Alan Keyes, who lived in Maryland until he was drafted to run in Illinois. Keyes may win some support from Jewish conservatives who appreciate his vocal support for Israel, but Obama is expected to run very strong in the Jewish community. “Obama has good, strong positions on Israel, and there’s every indication he’ll be a good friend,” said a top pro-Israel activist here. “Keyes has been very good on Israel, but his very conservative domestic positions are not likely to win him many Jewish votes' ... Jewish immigration and refugee advocates were working their Capitol Hill contacts this week in a last-minute effort to protect a law that makes it easierfor Iranian Jews to get into this country as refugees. The Specter-Lautenberg amendment, originally passed to help Jews fleeing the former Soviet Union, was extended in January to include Iranian Jews. Bureaucratic snafus kept the provision from being implemented until August ... “We have every indication of strong support for renewal,” Glickman said this week. “What we don’t have control of is the budget process' ... Recently the National Jewish Democratic Council placed ads in Jewish newspapers in battleground states with significant Jewish populations, including Florida, Pennsylvania, Ohio, Michigan, Nevada, Minnesota and Wisconsin. "During their debate on foreign policy, President Bush and Sen. John Kerry wrangled over Iraq. They also tussled over Iran, North Korea and Afghanistan. But except for two fleeting references, there was no discussion of the issue that so often commands center stage: the Israeli-Palestinian conflict. It was an omission that surprised few experts.
"This is an area where both candidates, at least in their declared policies, agree solidly," says Duncan Clarke, professor of international relations at American University. "Both of them have repeatedly stated their undying commitment to Israel and Israel's interests' ... But the support has been deftly cultivated by pro-Israel organizations, particularly the American Israel Public Affairs Committee. Through an aggressive network of members, lobbyists and friends high in the Bush administration, AIPAC wields a power that keeps politicians toeing a pro-Israel line. The result: Israel exerts a significant influence on U.S. foreign policy, especially in the Middle East. A case in point is Iraq. Although protecting Israel was not the only reason for invading Iraq, it clearly was a factor. Just days after the Sept. 11 attacks, President Bush told several House members that the biggest threat was not al-Qaida but "Saddam Hussein and his weapons of mass destruction." "He can blow up Israel and that would trigger an international conflict," Bush said, as recounted in Bob Woodward's Plan of Attack.In the past year, the administration has also backed off efforts to resolve the Israeli-Palestinian conflict while appearing to give free rein to the hard-line government of Israeli Prime Minister Ariel Sharon. Critics say the failure to push for peace is inflaming tensions in the Mideast and hurting U.S. credibility. And while Israel is a small nation (pop. 6.2-million) with one of the world's highest standards of living, it long was the largest recipient of American foreign aid. It dropped to second place this year only because of the huge sums allocated for Iraq. Given the history of the two countries, the pro-Israel tilt of U.S. foreign affairs is understandable. But while no one expects any sea changes soon, there are signs of discontent with current policies, U.S. and Israeli alike. "People are desperate to hear something different than just a line," says M.J. Rosenberg, author of a widely read column on American-Israeli relations. "After all, we're a pro-Israel organization, but our bottom line is that peace is in Israel's best interest and American involvement (in the peace process) is in America's best interest." Or as Lewis Roth, spokesman for Americans for Peace Now, puts it: "Friends don't let friends drive drunk. "It's all well and good for someone to say that anything the (Israeli) government says is the right way to go when it comes to Israeli policy. But if you're really a friend, you have to step back and be more analytical about the path that Israel is actually taking." ... The FBI is investigating whether a Pentagon analyst passed a classified document about U.S. policy on Iran to AIPAC, which in turn may have given information to Israeli officials. Israel and AIPAC deny wrongdoing, and AIPAC mounted a counteroffensive: "Not only is AIPAC under attack - the U.S.-Israel relationship itself is also under assault," the organization's leaders said in a statement. But critics say the matter raises questions about whether AIPAC has crossed the line between lobbying and acting as an agent for a foreign government ... Despite the criticisms, AIPAC enjoys strong backing from many American Jews, and there is little evidence Congress is wavering from its pro-Israel stance. By a 361-45 vote, the House recently passed a resolution supporting Israel's controversial security fence. And this summer, the House and Senate overwhelmingly approved $2.6-billion in aid for Israel. Stephen Zunes, a Mideast expert at the University of San Francisco, says the history of U.S. aid belies a common perception: Israel needs huge amounts of money because it is weak nation threatened by its Arab neighbors. Instead, more than 90 percent of American aid has flowed since 1967, when Israel demonstrated its military superiority over Arab armies, occupied the West Bank and Gaza Strip, and began building the settlements that have complicated efforts to create a Palestinian state. "The more dominant Israel has become, the more aid it has gotten," Zunes says. "If we're really concerned about Israel's survival, we would have given most of our aid in the first years of existence when it was most vulnerable." Critics say some of the money now going to Israel would be better used in countries like Afghanistan, with five times as many people and far more pressing needs. A reduction in aid could also hasten the Mideast peace process, some say. "Israelis might have to learn to live with their neighbors, God forbid, if they're not subsidized by Uncle Sugar," says Clarke of American University."

"John Kerry's stepson, Chris Heinz, complained at a recent campaign stop that Jews have too much influence on the U.S. presidential election. "One of the things I've noticed is the Israel lobby," the ketchup heir said, in quotes picked up Sunday by the New York Post. Heinz complained that Israel was being treated as "the 51st state, sort of a swing state." In more overheated rhetoric first reported by Philadelphia magazine, Heinz called Bush supporters "our enemies" and said that if he ran his stepfather's campaign, the attacks on President Bush would get even uglier. "We didn't start out with negative ads calling George Bush a cokehead," Heinz reportedly explained before adding, "I'll do it now." Asked later about the comment, Heinz turned sarcastic, saying: "I have no evidence. He never sold me anything."

Jewish candidate's signs dumped at synagogue,

"Campaign officials for a state senate candidate have alleged the latest incident over their campaign signs goes beyond vandalism and is, instead, a hate crime. About 30 signs supporting challenger Gayle Slossberg, who is Jewish, were taken from lawns on private property and dumped outside a local synagogue. Slossberg, a Democrat, is challenging six-term incumbent Republican Win Smith for the 14th state Senatorial District. Both candidates have reported their signs being stolen. "Although there have been some charges of vandalism of campaign signs, I believe this is a purposeful act," said Amanda Melpolder, Slossberg's campaign manager. "It's hate-filled."
